Statement focuses on Child Tax Credit, GILTI Tax, international business taxes and Residence-Based Taxation

American Citizens Abroad (ACA) submitted a Statement for the Record to the US Congress House Ways and Means Committee for their April 30, 2024 hearing on taxation and tax policy. The hearing’s witness was Janet Yellen, Secretary of the Treasury.

ACA is a nonpartisan advocacy organization representing Americans living and working overseas that started in Switzerland over 40 years ago and is now headquartered in Washington, DC.

The statement starts with a plea to the U.S. government to "resolve some of the serious personal and financial problems that U.S. tax policy causes for Americans abroad because we are misunderstood."

ACA strongly urges Congress to hold further hearings on these matters as soon as possible, to examine the history of taxation of Americans abroad, the revenue implications of a change from citizenship-based taxation to residency-based taxation, and possible alternative approaches.
