The UK Government has introduced an online form for those who wish to request a refund of their visa fee, accessible via Gov.UK (see link below). Your visa fee will only be refunded if your visa application is withdrawn using the PDF form. It's also noted that visa application fees can only be refunded at a stage before you've submitted biometric information. For visas that don't require biometric information, refunds will only be processed for those applications "before any processing of your application has taken place".
If you have applied for more than one visa, you'll need to fill out one form for each visa application.
The form asks for information on the country and visa application centre from where you submitted the application, details about yourself, information on how you made the visa fee payment, and also asks you to "explain your reasons for requesting a refund".
