NEWS Election: FVAP News from Arizona and Pennsylvania The Federal Voting Assistance Program has announced the following. Arizona Offers Option Of Uploading Voted Ballot Secretary of State Jan Brewer announced a new web–based voting system for Arizona overseas voters to securely submit their voted ballots for the upcoming General Election on November 4. The system uses industry standard, 128–bit SSL encryption technology to ensure security, privacy and the overall integrity of the voted ballot. This is the same type of security used for online banking and credit card transactions. The voting program incorporates a newly designed secured website that provides a direct secured connection from which the overseas voter can transmit their voted ballot directly onto the State's computer servers in Arizona. Under the new program, overseas citizens will receive their ballot and print it out along with their official affidavit form that requires their signature for verification purposes (this material is received via the counties’ early voter program). After the voter marks, completes and scans this material into their computer, he or she will next log on to the overseas voting system with a specific user identification and password (provided separately with their requested ballot). The user ID and password allows the voter a direct and secured access to upload both their voted ballot and signed affidavit. The voter’s registration and signature will be verified before tabulation. This online program is currently available on the Arizona Secretary of State's website at www.azsos.gov by clicking on the "Military & Overseas Voter" icon. Pennsylvania Allows Express Mailing Of Ballots,Participating In Online Voting Project,And New Electronic Alternatives Recent Pennsylvania state policy allows the following — Express and overnight mail from all uniformed and overseas citizens. — Send the FPCA for registration and absentee ballot by fax. After faxing, submit the FPCA by mail. The original FPCA must be received prior to the election (by November 3, 2008) by the county election office in order for the ballot to count. — If you are in a designated hostile fire, imminent danger pay, combat zone or qualified hazardous duty area, you may receive the blank ballot by fax. If you receive the blank ballot by fax, you may use the Federal Write–In Absentee Ballot return envelope and security envelope on the FVAP's website www.fvap.gov to return your ballot in secret so it will be counted. In addition, Pennsylvania has 36 counties participating in the FVAP online voting project, including Philadelphia and Allegheny. Currently the application guides voters through completion of the Voter Registration and Absentee Ballot Request Form (Federal Post Card Application, FPCA, SF 76) according to the specific requirements of Pennsylvania. Additionally, if a county chooses to participate, voters from that county will also be able to submit the completed and signed Voter Registration and Absentee Ballot Request Form online. Some of the participating counties will also permit voters to receive their blank ballot from the local election official via the secure server.
